Omega Wind-error Estimation

This is a report on Omega wind error estimation. To make this a single source document on Omega windfinding and its errors, the authors have included derivation of basic equations for linear mean-square estimation and some relevant work on this subject. A discussion of strategies for the Global Weather Experiment (GWE) and the Monsoon Experiment (MONEX) is included with a broad assessment of the impact of bias errors on wind accuracy.
